The General Secretaries,

All Affiliated Zonal Unions,

Dear Comrades,

Sub: Brief of the meeting held today with the Chairman Railway Board on long pending demands of the Railwaymen; raised by the AIRF

A meeting was held today with the Chairman Railway Board on the long pending demands of the Railwaymen; raised by the AIRF.

The meeting was held in a cordial manner and almost all the issues, which are pending with the Railway Board, causing anxiety to the Railwaymen, had been raised by the undersigned.

I also handed him over a copy of the letter consisting of minutes of the meeting held on 4-5 December, 2018 with the Member Staff, Railway Board, who had negotiated the Action Programme of AIRF for going on “Work To Rule” from 11th December, 2018. Unfortunately, nothing has been done so far.

The Chairman promised that, the issues of Running Allowance and other issues related to Running Staff, Cadre Restructuring of Track Maintainers(in the ratio of 10:20:20:50), restructuring of IT Cadre on sanctioned strength, will be dealt with on priority. In fact, he told that, the issue of Running Allowance he would process today.

I also raised before him some of the important issues of our “Work To Rule Charter of Demands”, e.g. fixing duty hours of Running and other Safety Categories Staff according to High Power Committee, headed by Shri D.P. Tripathi, Running Staff related issues, provision of gazetted status to Engineers/Supervisors working in GP Rs.4800 and 5400, filling-up of vacancies, working and living conditions of the Railwaymen, re-engagement of the staff in the intermediate grade, security and safety of the Railwaymen, continuance of LARSGESS, giving one-time exemption to Course Completed Act Apprentices in the recruitment, NPS, promotional prospects of the staff by reducing DR Quota and introducing “LDCE Open to All Scheme”, particularly in the cadre of Trackmen and other Level 1 Staff, career progression of various categories staff, Risk and Hard Duty Allowance to all the cadres, as has been represented by AIRF from time to time, promotional prospects of the staff, particularly working in GP Rs.1800 and Rs.4600, etc. etc.

The CRB gave patient hearing and agreed on many issues, saying that, I am here to deliver some positive results for the welfare of the staff and will leave no stone unturned to resolve various issues raised by AIRF.

He expressed his inability in resolution of the NPS at his own, but said that; he would continue to pursue it with Hon’ble Finance Minister, Government of India.

He also sought cooperation of AIRF and assured continuous dialogue all the time for smooth functioning of the Indian Railways.

This is for your information.
